In one of his videos, he explains his belief 9-11 was a "mega-ritual", designed to release the ancient Egyptian goddess Isis. Isis was married to her brother Osiris. Osiris is shown to have green skin in a recent post by Christopher Loring Knowles at the Secret Sun.

The Martian Manhunter is the character looking at the NYC skyline. Between the two towers is the cave headquarters of the Justice League of America.
But if you don't know the context of the cover you would think it was Osiris looking at his wife's tomb located between the WTC. Is he longing for her return? This comic book was published in 1991.
The scene that this next one is taken from is Justice League Task Force #19. (At least the one on the left.)
The cover date on that one is Jan 1995.

Thanks guys. I hear DC is killing off the Martian Manhunter only to have him later arise from the dead.(Osirus) If he marries his Martian sister and they have a son, I'll freak out.
