The guy in the comic is the Red Hood, who is the resurrected Robin, the version the readers voted to kill. Comic Book death is never final. Here he is getting his butt kicked by Forerunner, and agent of the Monitors, who are pissed about Robin being resurrected and messing up the continuity, much like the people being pissed about the bailout bill being resurrected.
After Archie's meeting with the senator, he received some strange e-mails asking for pictures of him and the gang at the beach.
